 Julia A. Davis-Wheeler was first elected to the Nez Perce Tribal Council in 1988, during the re-organization process she was elected as Chairman of the Health & Human Resources Subcommittee. During this tenure, she was placed as the tribal representative to the Northwest Portland Area Indian Health Board. Mrs. Wheeler has been an advocate for healthcare in Indian Country.  She presently serves as Chairman of the Nimiipuu Health Board.  She has served as Chairman of the Northwest Portland Area Indian Health Board, the National Indian Health Board and currently serves on numerous national tribal leaders councils/committees regarding health and education. Mrs. Wheeler is committed to issues facing Indian health

and works toward better health for all the Nimiipuu through their treaty rights.  Julia was born and raised on the Nez Perce Reservation and lives at Lapwai, Id with her husband, Al Wheeler and her elder Uncle Elwood Penney, Sr.
